What Berkeley County Property Tax Records Show
Berkeley County property tax records live in two offices. The Assessor keeps the property roll, appraisals, exemptions and parcel maps. The Sheriff Tax Office issues tax tickets and tracks payment status. A tax record explains how a parcel is classified and whether a bill is paid. It is not a sale appraisal or proof of title. Start with the notice in hand. Then search Berkeley County property tax records by owner name. Match the ticket number or parcel ID. Confirm the tax year and property type before you trust the result.
| Field | What It Shows | Where |
|---|---|---|
| Assessed value | Assessment amount used in the tax process | Berkeley County Assessor / MapWV |
| Land and building appraisal | Separate value components and total appraisal | Berkeley County Assessor / MapWV |
| Exemption flags | Homestead or disability classification when present | Berkeley County Assessor |
| Tax bill and status | Ticket, tax year, real or personal type, paid/unpaid | Sheriff Tax Inquiry |
| District/map/parcel | Parcel key used to locate a ticket | Sheriff Tax Inquiry |
West Virginia assesses property at 60% of fair market value. The Legislature can prescribe a different valuation method. That ratio is a framework, not a promise. An individual assessed value will not necessarily match a recent sale price. A tax bill also folds in the property class. It adds any exemption and the charges for that tax year. The Berkeley County property value record breaks down the difference between assessed value, market value and recorded consideration.
Berkeley County Assessment Uses a State Ratio
West Virginia assesses property at 60% of fair market value, unless law prescribes another amount. That state ratio is the short answer. It explains why an assessed figure sits below a buyer's expected price. The ratio does not certify market value for any Berkeley County parcel. A deed price can reflect a family transfer or a partial interest. It can also reflect some other non-market event. Read the two numbers separately.
The Assessor's card carries land, building and total appraisal figures. It also shows deeded and calculated acreage, sale date and price filters, building year and area, and exemption flags. Treat a sale filter as a way to find portal entries. It is not a comparable-sales analysis. Keep the tax year attached to every figure. When a transfer price matters, compare the record against the recorded deed.
West Virginia's assessment guidance explains the 60% framework.
Treat the state ratio as a lens for reading the roll, never a stand-in for a property-specific appraisal on a Berkeley County parcel.
MapWV Fields for Berkeley County Tax Records
MapWV helps you find the parcel before you chase the bill. The basic search covers owner name, street, and the full parcel ID. District, map, parcel, and sub-parcel are covered there too. Property class, tax class, and land use round out the basic screen. Appraisal/Sales adds value ranges, deeded or calculated acres, sale price and sale dates. Advanced search reaches further. It includes mailing address, deed book and page, legal description, flood hazard and building details. The exact dropdown choices vary by screen. So expect some trial and error with required fields.
| Mode | Fields Captured | Use |
|---|---|---|
| Basic | County, district, owner, street, parcel, class, land use | Find the assessment card |
| Appraisal/Sales | Land/building/total, acres, sale price and dates | Filter assessment entries |
| Advanced | Mailing address, deed reference, legal description, flood hazard, building traits | Refine a parcel match |
Working an assessment question? Save the legal description and GIS parcel ID from the result. For a balance due, go to the Sheriff ticket. The Assessor screen does not carry payment data. MapWV's Berkeley County assessment search shows the actual search groups.
Search by parcel number when you can, and keep the tax-year card distinct from the later deed recording date in Berkeley County property records.
Looking Up a Berkeley County Tax Bill
The Sheriff Tax Inquiry takes several identifiers. You can search a taxpayer name, an account number, a tax year, a ticket number with suffix, or district, map, parcel and sub-parcel. Real and personal property sit in separate buckets. So do paid and unpaid tickets. One gap: address is not a listed search field. If the notice is missing, resolve the address to its parcel first through the Assessor's records.
- Choose taxpayer name or account number if the ticket notice is available; use district/map/parcel for a land-based search.
- Confirm the ticket number, suffix and tax year before reading a paid or unpaid result.
- Check that the record is real estate rather than personal property.
- Review Assessor exemptions separately, then use the State Auditor if the ticket reached delinquent-land status.
- Assessed value
- The roll amount used in the property-tax calculation.
- Market value
- A value estimate tied to sale conditions, not the tax bill itself.
- Homestead exemption
- An Assessor-administered tax classification for eligible applicants.
- Tax delinquency
- An unpaid ticket; it is not proof that the property was sold.
Four Sheriff Search Routes in Berkeley County
Four practical routes exist on the Sheriff's form. Taxpayer Name works when a notice names the bill holder. Account Number is tighter when you have that ID. Tax Year plus Ticket Number and suffix pins down one bill. District, Map, Parcel and Sub-Parcel ties the query to the land itself. Results can return multiple tickets or spelling variants. So keep the tax year and property type alongside any amount you copy.
| Form Field | Use | Cross-Check |
|---|---|---|
| Taxpayer Name / Account | Find a taxpayer’s ticket | Owner name and mailing address |
| Tax Year / Ticket / Suffix | Open a specific bill | Tax year and real/personal selector |
| District / Map / Parcel / Sub-Parcel | Search from land identifiers | MapWV parcel ID |
| Paid / Unpaid | Separate current status | Auditor record for delinquent land |
The public page does not state historical coverage or a result cap. An empty search usually means a format problem. Try the exact account or parcel format from an official notice. Then call the Sheriff Tax Office. Sheriff Tax Inquiry shows the taxpayer, ticket and parcel search controls.
The selected paid/unpaid filter helps distinguish an open bill from an older completed ticket.
Berkeley County Homestead and Disability Exemptions
Homestead and disability exemptions run through the Berkeley County Assessor. For the 2025 tax year, applications ran July 1 through December 1. A primary-residence applicant needs a valid West Virginia vehicle registration and driver's license. Disability qualification takes a doctor's letter. The letter must state the applicant is 100% permanently and totally disabled. A letter awarding disability status also works.
A homestead flag on a tax record is not proof of occupancy or title. The Assessor publishes no complete list of exemption dollar limits or every exemption category. Verify current forms and eligibility with the office before relying on a tax card flag. Berkeley County's homestead information describes the local application route and its requirements.
A paid or unpaid balance question goes to the Sheriff; an exemption or appraisal question goes to the Assessor.
Berkeley County Delinquent Tax Timeline
A past-due ticket in Berkeley County moves through a fixed chain of county and state steps. Real-estate tax tickets go out July 15. Miss the deadline and the ticket is certified to the State Auditor on November 1 of the following year. The county walks through a 2021 example: certification on November 1, 2022, with Auditor auction certification starting March 1, 2023. The State's map layer updates weekly. Still, confirm any map flag with the Auditor before relying on it.
- Check the Sheriff ticket and confirm its tax year and unpaid status.
- Ask whether the ticket was certified to the Auditor after the county’s November 1 cutoff.
- Check the State Auditor’s delinquent-land record for certification and auction status.
- For redemption, confirm the full amount due and payment instructions with the Auditor.
Redeeming a property in Berkeley County takes taxes, interest and charges. A 7.5% fee also applies. That fee is capped at $120. Someone redeeming under a different name generally needs a notarized affidavit. The exception is when the Auditor already sent that person a certified letter. Payment can be a cashier's check, money order, personal check or credit card. The tax statement must be returned with it. The county redemption and certification FAQ explains the local process step by step.
An unpaid result is not proof a tax sale happened. Confirm the current step before calling a Berkeley County parcel sold.
Berkeley County Assessment Review and Appeals
The Berkeley County Assessor runs maintenance review in every district through the year. Transfers, parcel splits, new-construction permits and homestead applications can all trigger extra review. That explains why a building sketch or value sits unchanged right after a closing. It updates later. The public sources promise no fixed inspection date for a single property.
Under SB401, an owner can file an Appeal/Petition for Review within eight days of a Notice of Increase. That filing entitles the owner to an early appeal with the Assessor. The regular Board of Equalization calendar and form fields change from year to year. So does the evidence list. Ask the office for current instructions before filing. Assessor alerts for Berkeley County carry the appeal notice and deadline reminders.
Keep the notice date and the tax year with any appeal request.
Where Berkeley County Tax Records Stop
Berkeley County's tax portals have clear limits. The Sheriff page states no coverage years or result caps. MapWV updates annually, so it can lag recent transfers. The Assessor's ArcGIS viewer holds limited assessment information. Tax-map PDFs and office help stay available through the Assessor. A ticket may be missing. Give the Sheriff the account, year, ticket number or parcel pieces.
A public permit, exemption or payment file may not be posted. Make a specific request to the custodian. West Virginia's FOIA requires a response as soon as practicable. It must come within five days, excluding weekends and legal holidays. Name the parcel, record type and date span. The office need not create a new analysis or title abstract. West Virginia's county-assessor directory lists the Berkeley office details.
A separate Berkeley County property search can resolve an address to its parcel. Try it before a tax-ticket request.
Appealing a Berkeley County Assessment
A Berkeley County appeal starts with the notice of increase and the Assessor's review. Keep the parcel ID and tax year close at hand. Bring the value notice plus anything supporting the question. Include a recent deed, permit or parcel description. The eight-day early-review window is firm. The regular board calendar and any required evidence checklist vary. Confirm them with the office.
Appeal window. Under SB401, an Appeal/Petition for Review filed within eight days after receiving a Notice of Increase entitles the owner to an early appeal with the Assessor. Confirm current forms and later hearing dates with the office.
